Remove abandoned Voice Broadcasts labs flag (#28548) 
* Remove abandoned Voice Broadcasts labs flag

Any existing voice broadcasts will be shown as a series of voice messages which will sequence play as normal

28f5dc483b Update eslint plugin & fix silly indenting 
As per https://github.com/matrix-org/eslint-plugin-matrix-org/pull/15
this caused a bunch of silly indenting to creep in, so this fixes it
back to the previous style.

21c1179f8d Update extensions for more files with types 
This migrates the another bucket of files using some amount of Flow typing to
mark them as TypeScript instead. The remaining type errors are fixed in
subsequent commits.
