30abf81ed4 Fix CallView in left panel 
Make CallView cope with not being passed a room. Fixes
https://github.com/vector-im/vector-web/issues/1049, introduced in
7a20fda7, which made vector crash when you switched to another room with an
active call.

acfc7b3719 Don't throw exceptions when room changes in a timelinepanel 
This does happen - fortunately only in circumstances where it's not a
problem. Downgrade the exception to a warning.

731d94eea4 Update the actions of default rules instead of overriding. 
The Matrix CS API, and synapse now supports setting the actions for default
rules. Doing that makes managing the rules much simpler from a vector
persepctive since the ON/LOUD/OFF toggle buttons can be implemented by
setting the actions and enabling/disabling the default rules rather than
overidding them.

Overriding the default rules was difficult because it was not possible
to intermingle the evaluation of user-specified rules with the default
rules. So even though you could add a rule with the same conditions as a
default rule, it would evaluate before *all* the other default rules.

Also creating new rules under a im.vector namespace creates challenges
if we want vector to cooperate with other matrix clients that want to
provide a similar set of toggle switches for the push rules.

4be29401ce Reload the timeline when we get a gappy sync 
After a resume from sleep, we don't want to start paginating through the whole
timeline. If we were in 'stuckAtBottom' mode before, treat a gappy sync
similarly to how we handle the 'scroll to bottom' knob, which is to reload the
timelinewindow starting from scratch.

Fixes https://github.com/vector-im/vector-web/issues/932, and will probably
also fix https://github.com/vector-im/vector-web/issues/943, though I haven't
tested it yet.

1959b03104 Land refactored roomview branch 'rav/roomview_works'. 
This branch has been sitting around a while; it includes a substantial refactor
of RoomView (into separate MessagePanel and TimelinePanel), as well as a number
of fixes.
