Use semantic headings in space settings (#10751)

* split SettingsSection out of SettingsTab, replace usage

* correct copyright

* use semantic headings in GeneralRoomSettingsTab

* use SettingsTab and SettingsSubsection in room settings

* fix VoipRoomSettingsTab

* use SettingsSection components in space settings
